Second Austrian Assessment Report on Climate Change

Der Zweite Österreichische Sachstandsbericht zum Klimawandel ist die derzeit größte und wichtigste interdisziplinäre Analyse der Klimawandelfolgen und Darstellung von Handlungsoptionen in Österreich. Ziel ist es, fundierte Informationen über beobachtete und erwartete Klimaänderungen, deren Folgen sowie über Optionen zur Emissionsreduktion und Anpassungsstrategien bereitzustellen. Der Bericht zeigt Handlungsspielräume, aber gibt keine Empfehlungen für oder gegen konkrete Einzelmaßnahmen. Stattdessen zeigt der Bericht Risiken, Chancen, Hindernisse, Zielkonflikte und Synergien zwischen Klimaschutz, Anpassung und anderen gesellschaftlichen Prioritäten wie der Erreichung der Ziele für nachhaltige Entwicklung (Sustainable Development Goals, SDGs) auf.

Der Bericht wurde nach den Methoden und Abläufen des Weltklimarats (IPCC) von über 200 Wissenschaftler:innen an mehr als 50 Institutionen verfasst. Ein wissenschaftlicher Review-Prozess folgte einem strengen, mehrstufigen Ansatz basierend auf den IPCC-Richtlinien, um die höchsten Qualitätsstandards für diesen Sachstandsbericht zu gewährleisten. Dieser öffentlich zugängliche Prozess förderte eine breite Beteiligung der Forschungsgemeinschaft und umfasste über 100 externe Gutachter:innen. Dadurch wurde sichergestellt, dass der Sachstandsbericht die wissenschaftliche Literatur umfassend, klar und konsistent aufbereitet.

Mit rund 800 Seiten bildet der Sachstandsbericht eine umfassende wissenschaftliche Grundlage zum Klimawandel in Österreich. Der Bericht wurde in englischer Sprache geschrieben, die Zusammenfassungen wurden ins Deutsche übersetzt. Ermöglicht wurde der Sachstandsbericht durch eine Förderung des Klima- und Energiefonds aus Mitteln des Bundesministeriums für Land- und Forstwirtschaft, Klima- und Umweltschutz, Regionen und Wasserwirtschaft. The Second Austrian Assessment Report on Climate Change is currently the largest and most important interdisciplinary analysis of the impacts of climate change and evaluation of policy options in Austria. The aim is to provide well-founded information on observed and expected manifestation of climate change, its impacts as well as options for reducing emissions and adaptation strategies. The report shows scope for climate policy but does not make any recommendations for or against specific individual measures. Instead, the report identifies risks, opportunities, barriers, trade-offs and synergies between mitigation, adaptation and other societal priorities such as achieving the Sustainable Development Goals (SDGs).

The report was written by over 200 scientists at more than 50 institutions following the methods and procedures of the Intergovernmental Panel on Climate Change (IPCC). A scientific review process followed a rigorous, multi-stage approach based on the IPCC guidelines to ensure the highest quality standards for this Assessment Report. This publicly accessible process encouraged broad participation from the research community and involved over 100 external reviewers. This ensured that the Assessment Report presented the scientific literature in a comprehensive, clear and consistent manner.

At around 800 pages, the Assessment Report provides a comprehensive scientific basis on climate change in Austria. The report was written in English and the summaries were translated into German. The Assessment Report was made possible by a grant from the Climate and Energy Fund with financial resources from the Federal Ministry of Agriculture and Forestry, Climate and Environmental Protection, Regions and Water Management.

Issue 17-1, January 2025, of eco.mont examines the integration of ecomuseums into protected areas, with a focus on Italy’s Paneveggio-Pale di San Martino Nature Park (Parcopan). While governance challenges persist in areas like the Golfo di Orosei and Gennargentu National Park, efforts to preserve heritage and promote tourism are steadily increasing. The rise of nature-based tourism and outdoor recreation emphasizes the need to balance conservation and sustainable use, as exemplified by trail planning challenges in Turkey’s Kaçkar Mountains. Similarly, biodiversity in China’s karst tropical rainforests and Romania’s Iron Gates Natural Park highlights the critical importance of sustainable management, with the latter noting a sharp decline in new populations despite its overall ecological richness.

The subjects discussed are perceptions of mountain ecosystem services in the Golija-Studenica Biosphere Reserve in Serbia, a possible enhancement of the Bavarian Alpenplan in Germany regarding the adaptation to climate change and the prevention of natural hazards, a Natura 2000 network in the mountains of Galicia in Spain, visitor sentiment concerning changes in backcountry permit allocation at the Glacier National Park in the Rocky Mountains, the conservation efforts of the Siling Co National Nature Reserve on the Tibetan Plateau in China and an introduction into the research framework of the Austrian’s National Parks.
