These proceedings are the result of a symposion that has been organised for three motives: The European Union’s eastern enlargement had started ten years before, and it was interesting to look at its effects from a geographical perspective. ‘Geographical perspective’ was conceived as looking especially into fields like regional development, regional disparities, urban development, inter-cultural contact, migration and integration as well as geopolitical aspects. A second motive was the completion of the Atlas of Eastern and Southeastern Europe, a long-term project from 1989 to 2014. Finally, the official retirement of its editor as a civil officer of the Austrian government gave good reason to convene all these, with whom he had cooperated quite a span of his lifetime and to whom he wished to express his sincere thanks for all their kindness and fine cooperation.

Rural space is one of the biggest problem areas in transformation countries. Already in the Communist era, it was a zone burdened with socio-economic problems, low quality of life and unfavourable economic and demographic development. After the political turn in 1989/90 and during transformation, the situation has almost everywhere become even more critical, except for rural areas with intensive tourism, areas located along development axes between larger urban centres and along borders towards countries in a more prosperous economic situation. Villages suffer from depopulation, lose their potential for regeneration and innovation. Cultivations are abandoned, and fertile lands turn into fallow or are getting covered by secondary vegetation. Very frequently, also cultural assets like traditional farmsteads and places of worship fall into decay.



Scientists – and not the least geographers – are increasingly getting aware of this problem and have started not only documenting and describing it, but also hinting at possible solutions. Moreover, individuals from the place, but with some external experience and support as well as associations and agencies with the aim of promoting marginalised areas try to activate the remaining endogenous potentials – partly with considerable success. Eventually, they could serve as models, their procedures being transferred to other parts of the wider region. The volume contains a selection of studies on these topics from Central Europe.

The 3rd Conference of the Adriatic Forum took place September 23-25, 2010, in Vienna and was devoted to the general theme Regional Development and Regionalisation which corresponds to global and European challenges as well as to demands for research in the wider Adriatic region. These proceedings comprise just a smaller selection of papers presented at the conference, i.e. the papers closest to the conference theme in regional and thematic terms. They start with transnational views followed by focuses on individual countries in the Adriatic space. While Milan BUFON (Koper/Capodistria) and Damir JOSIPOVIC (Ljubljana) present surveys over the development of trans-border relations and ethno-demographic situations, resp., in the wider region of the Upper Adriatic, Maria Paola PAGNINI (Rome) and André SANGUIN (Paris) draw a comparison between the development of border regions in the Southern Alps and the Pyrenees. Peter JORDAN (Vienna) closes this transnational part by an analysis of administrative decentralisation processes in all Adriatic countries. Contributions on individual countries start with Slovenia, of which Lucka LORBER (Maribor) discusses the development of spatial disparities in recent decades followed by Anton GOSAR (Koper/Capodistria), who presents the various attempts of regionalising Slovenia for purposes of tourism branding. Simon KERMA (Koper/Capodistria) then plunges into the Slovenian coastal region Primorska, when he describes efforts to promote wine tourism. Jelena LONCAR and Zoran STIPERSKI (both Zagreb) deal with a Croatian topic, when they highlight the relative socio-economic role and development of Central Croatia within the country. Jan WENDT (Gdansk) throws finally a glance on Polish tourism to Croatia and Slovenia.

"Die Wahl bestimmter Namenformen für geographische Objekte ist immer auch Ausdruck von persönlichen Gewohnheiten, wissenschaftlichen Überzeugungen, politischen Einstellungen und rechtlichen Rahmenbedingungen. Empfehlungen wie in dieser Publikation sollen solche individuelle Entscheidungen nicht unmöglich machen. Im redaktionellen, journalistischen oder schulischen Alltag greift man aber doch gern zu Standards, weil sich eine individuelle Entscheidung oft als schwierig erweist und Standards sowohl die Kommunikation erleichtern als auch den Arbeitsablauf beschleunigen.“

Diese Sätze aus der Einführung in diesen Band charakterisieren treffend den Zweck dieser Publikation. Sie soll einen Leitfaden anbieten, den man gern ergreift, weil man sonst umständliche Überlegungen anstellen müsste. Sie soll auch zu einer gewissen Einheitlichkeit in der Schreibweise geographischer Namen in österreichischen Schulatlanten und darüber hinaus zu einer wenn schon nicht einheitlichen, so doch gut vertretbaren Verwendung geographischer Namen in Bildungsmedien, durchaus auch in Zeitungen und elektronischen Medien beitragen. Denn geographische Namen haben Symbolkraft und sollten daher mit Bedacht gewählt werden. Die Verwendung geographischer Namen kann sich mittlerweile auch auf eine breite wissenschaftliche Grundlage stützen.

Auf dieser beruhen natürlich auch die in diesem Band ausgesprochenen Empfehlungen. Was die Empfehlungen zur Verwendung von deutschen Exonymen im Sinne von deutschen Namen für geographische Objekte außerhalb des deutschen Sprachraums, also den Hauptinhalt dieser Publikation betrifft, berücksichtigen sie aber auch die aktuellen Trends in den öffentlichen Medien. Denn die Verwendung von Namen ist ständig im Fluss. Sie unterliegt Moden, politischen und anderen Einflüssen. „The choice of certain name forms for geographical features is always also an expression of personal attitudes, scientific convictions, political intentions and juridical frameworks. Recommendations as presented by this publication are not to impede individual decisions. But it is also true that in daily editorial, journalstic or educational work standards are helpful, since individual decisions can be difficult, and standards facilitate communication and accelerate working procedures.”

These sentences taken from the explanatory part of this volume characterise precisely the purpose of this publication. It is to offer a guideline, which is accepted with pleasure, since it would otherwise be necessary to enter into complicated considerations. It is also to contribute to a certain standardisation in writing geographical names in Austrian school atlases and to a, if not standadised so at least well-founded use of geographical names in educational media in general, certainly also in newspapers and electronic media. It is because geographical names have symbolic power that they should be used with care. Their use can nowadays also be founded on an already sound basis of scientific research.

This research constitutes of course also the basis for the recommendations presented in this volume. But as regards the main content of this publication, i.e. recommendations for the use of German exonyms in the sense of German names for geographical features outside the German-speaking area, they take into account also current trends in the public media. This is done because the use of names is permanently changing. It is subject to fashions, political and other influences.
