The third and final volume of minutes of the Austrian State Council (Staatsrat) encompasses the protocols of 13 December 1918 to 11 March 1919. In this phase the Staatsrat still faced the challenge of laying the groundwork for a republican order against the backdrop of severe supply shortages. Another concern was finding a basis for the relationship to the other successor states of the Habsburg Monarchy. These intertwined matters of domestic and foreign policy shaped the broad thematic spectrum of the minutes in this period. The volume hence makes an important contribution to the understanding of the transition period from the Austro-Hungarian Monarchy to the Austrian Republic.
